Dr. Edward Scully is the Director for Primary and Community Health Care at the Department of Health and Social Care. He is responsible for Government policy for community and ‘out of hospital’ NHS services - such as general practice, dentistry, hospices and other community health services.

He has over 15 years of experience in Public Health policy and management and has held various positions in the Department of Health. His previous role was Deputy Director of Primary Care and he also managed the 2013 Care Bill, which introduced reforms to the social care system. He has been responsible to two former Secretaries of State for Health, first as Private Secretary to Patricia Hewitt and later as Principal Private Secretary to Alan Johnson.

He holds a PhD in Politics and Social Policy from the University of Birmingham, and has undertaken further post-doctoral research in public health.

Dr. Edward Scully joined Power2 as a Trustee in 2018 and became the Chair of our Impact Committee from it's inception in 2019.
